The Louisville Metro Air Pollution Control District (District) proposes to issue an operating permit for Kosmos Cement Company (Portland cement production plant), 15301 Dixie Highway, in accordance with Regulation 2.16. This is a standard permit renewal. The 30-day public comment period starts April 14, 2018,and ends on May 14, 2018.  A public hearing may be scheduled if the District determines that there are germane, unresolved issues or substantial public interest, in accordance with Regulation 2.07.

Apr 12 2018 Proposed Title V Construction Permit C-0060-1052-14-V(R2) with Kosmos Cement Company

The Louisville Metro Air Pollution Control District (District) proposes to revise a construction permit for Kosmos Cement Company (Portland cement production plant), 15301 Dixie Highway, in accordance with Regulation 2.03.  The construction permit is being revised to correct toxic air contaminant (TAC) emission limits on the separators K-1008 and K-1023. The 30-day public comment period starts April 14, 2018, and ends on May 14, 2018.  A public hearing may be scheduled if the District determines that there are germane, unresolved issues or substantial public interest, in accordance with Regulation 2.07.

Apr 11 2018 Proposed Title V Operating Permit O-0870-17-V(R1) with GE Appliances

The Louisville Metro Air Pollution Control District (District) proposes to revise an operating permit for GE Appliances, a Haier Company – Appliance Park (home appliance manufacturer), 4000 Buechel Bank Road, in accordance with Regulation 2.16.  This public notice is for the following actions only: 1) Administrative revision is to incorporate insignificant activities (IA) in accordance with Regulation 2.16, section 1.23.1.2.3, these are contained in emission units U530, IA02 and IA03, additionally several calculation methodologies contained in Appendix D have been corrected or added for the new IA equipment. 2) Significant revision is to add testing requirements for emission units U42 and U310. The 30-day public comment period starts April 14, 2018 and ends on May 14, 2018.  A public hearing may be scheduled if the District determines that there are germane, unresolved issues or substantial public interest, in accordance with Regulation 2.07.

The Louisville Metro Air Pollution Control District (District) proposes to issue a FEDOOP operating permit to AarhusKarlsham (AAK) K1 – Louisville Plant (vegetable oil processing facility), 2520 South 7th Street, Louisville, Kentucky 40208, in accordance with Regulation 2.17. The 30-day public comment period starts on April 6, 2018, and ends on May 7, 2018. Mar 14 2018 Proposed Agreed Board Order 18-01 with Hexion Inc.

The Louisville Metro Air Pollution Control Board will hold a public hearing on an Agreed Board Order with Hexion Inc. Hexion is alleged to have violated District Regulation 1.05 (Compliance with Emission Standards and Maintenance Requirements) District Regulation 1.07 (Excess Emissions during Startups, Shutdowns and Upset Conditions) and District Regulation 2.16 (Title V Operating Permits) at the facility located at 6200 Camp Ground Road in Jefferson County, Kentucky.

A new survey from the Louisville Metro Air Pollution Control District is asking the public to weigh in on the District’s efforts to engage with and inform the community on air quality and the environment.

The District will use the information collected in the online survey to develop a series of community workshops.

Feb 6 2018 Proposed Title V Construction Permit 358-08-C (R1): Zeon Chemicals L.P.

The Louisville Metro Air Pollution Control District (District) proposes to revise a construction permit for Zeon Chemicals L.P. (synthetic rubber manufacturing plant), 4100 Bells Lane, in accordance with Regulation 2.03. The construction project is to add an alternative operating scenario that allows the source to bypass the control device while spray-drying nitrile butadiene rubber (NBR) on the No. 2 spray dryer. The 30-day public comment period starts February 08, 2018, and ends on March 12, 2018. A public hearing may be scheduled if the District determines that there are germane, unresolved issues or substantial public interest, in accordance with Regulation 2.07.
