Between August 2, 2019, and September 3, 2019, the Louisville Metro Air Pollution Control District held a public comment period on a proposed Federally Enforceable District Origin Operating Permit (FEDOOP) permit for Heaven Hill Distilleries – Bernheim Facility, Inc., 1701 West Breckinridge Street, Louisville, KY 40210, in accordance with Regulation 2.17.

The Louisville Metro Air Pollution Control District is scheduling a public hearing on this proposed permit on Thursday, March 26, 2020, from 4 p.m. to 7 p.m. in the Edison Room at the Edison Center, 701 West Ormsby Avenue, Louisville, KY 40203 in accordance with Regulations 1.08 and 2.07.  Oral statements will be accepted at the public hearing.

Feb 11 2020 Air Pollution Control District Proposed Permit

 The Louisville Metro Air Pollution Control District (District) proposes to issue a construction permit to Hexion Inc. (formaldehyde and phenolic resin manufacturing plant), 6200 Camp Ground Road, in accordance with Regulation 2.03. This permit is being issued to revise compliance demonstration methods for Hexion’s Wastewater Treatment Plant. The Recuperative Thermal Oxidizer (RTO) is no longer needed as a permitted control to have compliant toxics emissions based on stack testing performed on August 28, 2019. The 30-day public comment period starts on February 13, 2020 and ends on March 16, 2020. A public hearing may be scheduled if the District determines that there are germane, unresolved issues or substantial public interest, in accordance with Regulation 2.07.

The Louisville Metro Air Pollution Control District (District) proposes to renew a FEDOOP operating permit to Brenntag Mid-South, Inc. (chemical distribution facility), 3900 Tucker Avenue, Louisville, KY 40216 in accordance with Regulation 2.17. This permit is being issued to renew the operating permit. The 30-day public comment period starts on December 21, 2019, and ends on January 23, 2020. A public hearing may be scheduled if the District determines that there are germane, unresolved issues or substantial public interest, in accordance with Regulation 2.07.

Dec 18 2019 Air Pollution Control District Proposed Permit

The Louisville Metro Air Pollution Control District (District) proposes to issue a FEDOOP operating permit for United Parcel Service, Inc. (ships packages worldwide), 911 Grade Lane, Louisville, KY 40213 in accordance with Regulation 2.17. This permit is being issued to renew and reclassify from a Title V to a FEDOOP operating permit. The 30-day public comment period starts on December 19, 2019, and ends on January 20, 2020. A public hearing may be scheduled if the District determines that there are germane, unresolved issues or substantial public interest, in accordance with Regulation 2.07.

Dec 12 2019 Air Pollution Control District Proposed Permit

The Louisville Metro Air Pollution Control District (District) proposes to issue a construction permit to Eckart America Corporation (aluminum powder and paste production), 4101 Camp Ground Road, Louisville, 40211, in accordance with Regulation 2.03. The project is to install the following equipment: two new 15,500 gallon mineral spirits above ground storage tanks (AST), an addition of a new still system to a current unit, and a new paste process with two milling systems, and tails system.  The 30-day public comment period starts on December 14, 2019, and ends on January 13, 2020. A public hearing may be scheduled if the District determines that there are germane, unresolved issues or substantial public interest, in accordance with Regulation 2.07.

Nov 22 2019 Air Pollution Control District Proposed Permit

The Louisville Metro Air Pollution Control District (District) proposes to issue a construction permit to American Synthetic Rubber Company (synthetic rubber manufacturer), 4500 Camp Ground Road, Louisville, 40216, in accordance with Regulation 2.03. The project is to install three (3) new natural gas-fired boilers each rated at approximately 200 MMBtu/hr.  The 30-day public comment period starts on November 24, 2019, and ends on December 26, 2019. A public hearing may be scheduled if the District determines that there are germane, unresolved issues or substantial public interest, in accordance with Regulation 2.07.

The Louisville Metro Air Pollution Control District (District) proposes to issue a construction permit to Clariant Corporation (catalysts and catalyst carrier manufacturing plant), 1227 South 12th Street, in accordance with Regulation 2.16. This permit is being issued to construct equipment and modify a process. The 30-day public comment period starts on November 23, 2019, and ends on December 26, 2019. A public hearing may be scheduled if the District determines that there are germane, unresolved issues or substantial public interest, in accordance with Regulation 2.07.

Nov 7 2019 Air Pollution Control District Proposed Permit

The Louisville Metro Air Pollution Control District (District) proposes to issue a construction permit to Clariant Corporation (catalysts and catalyst carrier manufacturing plant), 4900 Crittenden Drive, in accordance with Regulation 2.16. This permit is being issued to replace a NOx emission control system and increase production rates and emissions of six calciners. The 30-day public comment period starts on November 9, 2019, and ends on December 9, 2019. A public hearing may be scheduled if the District determines that there are germane, unresolved issues or substantial public interest, in accordance with Regulation 2.07.

The Louisville Metro Air Pollution Control District (District) proposes to issue an operating permit to Recast Energy Louisville, LLC (industrial energy service provider), 4014 Bells Lane, in accordance with Regulation 2.16. Oct 21 2019 Air Pollution Control District Notice of Public Comment Period and Hearing

The Louisville Metro Air Pollution Control Board opens a public comment period October 18, 2019, on proposed amendments to Regulations 1.08, Administrative Procedures, Version 14; and 2.08, Fees, Version 28; that were proposed on October 16, 2019. If adopted by the Board, the amendments to Regulation 1.08, Version 14 will be submitted to US EPA for inclusion in the Kentucky State Implementation Plan.

Oct 21 2019 Air Pollution Control District Proposed Permit

The Louisville Metro Air Pollution Control District (District) proposes to revise a FEDOOP operating permit for Republic Conduit Manufacturing (steel pipes and tubes manufacturing plant), 7301 Logistics Drive, Louisville, KY 40258 in accordance with Regulation 2.17. This permit revision incorporates construction permit C-1553-1037-18-F for multiple unit modifications and incorporates multiple newly installed insignificant activities. This permit revision also updates equipment as requested by the company. The 30-day public comment period starts on October 22, 2019, and ends on November 22, 2019. A public hearing may be scheduled if the District determines that there are germane, unresolved issues or substantial public interest, in accordance with Regulation 2.07.
