May 15 2020 Air Pollution Control District Proposed Permit

The Louisville Metro Air Pollution Control District (District) proposes to extend the public comment period to renew a FEDOOP operating permit for Forth Technologies, Inc. (pigment manufacturing), 600 Bergman Avenue, Louisville, KY 40203 in accordance with Regulation 2.17. This is a standard permit renewal, that includes updating format and language. The 60-day public comment period continues on from April 14, 2020, and ends on June 15, 2020. A public hearing may be scheduled if the District determines that there are germane, unresolved issues or substantial public interest, in accordance with Regulation 2.07.

May 13 2020 Air Pollution Control District Proposed Agreed Board Orders

The Louisville Metro Air Pollution Control Board will hold a public hearing, via Video Teleconference due to the COVID-19 outbreak, on two Agreed Board Orders with Clariant Corporation. Clariant is alleged to have violated District Regulation 2.16 (Title V Operating Permits) at the facilities located at 1227 S. 12th Street and 4900 Crittenden Drive in Jefferson County, Kentucky.

May 13 2020 APCD Notice of Public Hearing via Video Teleconference

The Louisville Metro Air Pollution Control Board will accept oral statements at a public hearing held via teleconference (due to the COVID-19 outbreak) on May 20, 2020, at 10:00 a.m. on amendments to Regulation 1.06, Source Self-Monitoring, Emissions Inventory Development and Reporting, Version 10 proposed on April 15, 2020. Instructions on attending the teleconference will be posted at www.louisvilleky.gov/APCD/Docket before the hearing.  Oral statements will be accepted at the public hearing. If you would like to speak, please join by phone or online by 10:00 a.m., and you will be able to make your statement.  Oral statements shall be limited to three minutes.

May 5 2020 Trail construction closes Scott's Gap section to hiking through May

Because of new trail construction, the Scott's Gap section of Jefferson Memorial Forest will be closed to hiking during the month of May. The parking area will host construction equipment as construction is ongoing, and parking along Scott's Gap Road is prohibited until the project is complete. 

Apr 23 2020 Air Pollution Control Proposed Permit

The Louisville Metro Air Pollution Control District (District) proposes to renew a FEDOOP operating permit to Marcus Paint Company (manufactures industrial solvent and water based paints for resale), 235 East Market Street, Louisville, KY 40202 in accordance with Regulation 2.17. This permit is being issued to renew the FEDOOP operating permit. The 30-day public comment period starts on April 24, 2020, and ends on May 26, 2020. A public hearing may be scheduled if the District determines that there are germane, unresolved issues or substantial public interest, in accordance with Regulation 2.07.

Apr 23 2020 APCD Notice of Public Comment Period and Hearing

The Louisville Metro Air Pollution Control Board opens a public comment period April 17, 2020, on proposed amendments to Regulation 1.06, Source Self-Monitoring, Emissions Inventory Development and Reporting, Version 10 that were proposed on April 15, 2020. If adopted by the Board, the amendments to Regulation 1.06v10 will be submitted to US EPA for inclusion in the Kentucky State Implementation Plan.

Apr 22 2020 Portion of Long Run Loop road to be closed next week for spillway work

A section of the loop road in Long Run Park will be closed from 8 a.m. - 5 p.m. on Friday, April 24, and then Monday, April 27-Wednesday, April 29 for removal of brush and trees along the lake spillway at the park. The road will be open during the weekend, April 25-26.

The Louisville Metro Air Pollution Control District (District) proposes to issue a FEDOOP operating permit for Algood Food Company (manufactures peanut butter), 7401 Trade Port Drive, Louisville, KY 40258 in accordance with Regulation 2.17. This permit is being issued to renew the FEDOOP operating permit. The 30-day public comment period starts on April 17, 2020, and ends on May 18, 2020. A public hearing may be scheduled if the District determines that there are germane, unresolved issues or substantial public interest, in accordance with Regulation 2.07.

Apr 14 2020 Air Pollution Control Proposed Permit

The Louisville Metro Air Pollution Control District (District) proposes to issue a FEDOOP operating permit for River Metals Recycling, LLC (scrap metal recycling facility), 2114 Metal Lane, Louisville, KY 40206 in accordance with Regulation 2.17. This permit is being issued to reclassify the source from a minor source to a FEDOOP source, due to a change in VOC emission factors. The 30-day public comment period starts on April15, 2020, and ends on May 15, 2020. A public hearing may be scheduled if the District determines that there are germane, unresolved issues or substantial public interest, in accordance with Regulation 2.07.

The Louisville Metro Air Pollution Control District (District) proposes to renew a FEDOOP operating permit for Coral Graphics Services, Inc. (Printing Operation), 4700 Commerce Crossings Drive, Louisville, KY 40229 in accordance with Regulation 2.17. This is a standard permit renewal, that includes updating format and language. The 30-day public comment period starts on April 15, 2020, and ends on May 15, 2020. A public hearing may be scheduled if the District determines that there are germane, unresolved issues or substantial public interest, in accordance with Regulation 2.07.

Apr 14 2020 Louisville Air Pollution Control District Proposed Permit

The Louisville Metro Air Pollution Control District (District) proposes to renew a FEDOOP operating permit for Coit Cleaning & Restoration Services (Dry Cleaning Facility), 2730 Crittenden Drive, Louisville, KY 40209 in accordance with Regulation 2.17. This is a standard permit renewal including removing greenhouse gas limits that do not apply this facility and updating format and language. The 30-day public comment period starts on April 15, 2020, and ends on May 15, 2020. A public hearing may be scheduled if the District determines that there are germane, unresolved issues or substantial public interest, in accordance with Regulation 2.07.

Apr 8 2020 Air Pollution Control District Proposed Enforceable Board Agreement

The Louisville Metro Air Pollution Control Board will hold a public hearing on an Enforceable Board Agreement with Louisville Gas and Electric Company via Teleconference due to the COVID-19 outbreak. The Enforceable Board Agreement proposes reduced NOx emissions for the 2020 Ozone season.

Mar 24 2020 Air Pollution Control District Proposed Permit

The Louisville Metro Air Pollution Control District (District) proposes to issue a construction permit to American Synthetic Rubber Company (synthetic rubber manufacturer), 4500 Camp Ground Road, Louisville, 40216, in accordance with Regulation 2.03. The project is to clarify some of the STAR requirements in the plantwide STAR requirement section.  The only conditions that are public noticed are condition S2.a.x.1) on page 22, S3.b.ii.2) on page 26, and S4.a.ii. on page 29.  The 30-day public comment period starts on March 26, 2020, and ends on April 27, 2020. A public hearing may be scheduled if the District determines that there are germane, unresolved issues or substantial public interest, in accordance with Regulation 2.07.

Mar 24 2020 Air Pollution Control District Proposed Permit

The Louisville Metro Air Pollution Control District (District) proposes to issue an operating permit for LG&E Cane Run Generating Station (electricity generating facility), 5252 Cane Run Road, Louisville, 40216, in accordance with Regulation 2.16. This is a standard permit renewal. The 30-day public comment period starts March 26, 2020, and ends on April 27, 2020.  A public hearing may be scheduled if the District determines that there are germane, unresolved issues or substantial public interest, in accordance with Regulation 2.07.

Mar 17 2020 APCD Notice of Public Hearing Cancellation

Between August 2, 2019, and September 3, 2019, the Louisville Metro Air Pollution Control District held a public comment period on a proposed Federally Enforceable District Origin Operating Permit (FEDOOP) permit for Heaven Hill Distilleries – Bernheim Facility, Inc., 1701 West Breckinridge Street, Louisville, KY 40210, in accordance with Regulation 2.17. The Louisville Metro Air Pollution Control District is canceling the public hearing on this proposed permit scheduled for Thursday, March 26, 2020, from 4:00 p.m. to 7:00 p.m. in the Edison Room at the Edison Center, 701 West Ormsby Avenue, Louisville, KY 40203. This public hearing will be rescheduled in accordance with APCD Regulations 1.08 and 2.07.  Oral statements will be accepted at the rescheduled public hearing. The draft permit and statement of basis remains available for review at the APCD’s office, 701 W.
