Proposed Construction Permit for American Synthetic Rubber Company

Notice of Public Comment Period and Public Hearing on a Title V Construction Permit

The Louisville Metro Air Pollution Control District (District) proposes to issue a construction permit to American Synthetic Rubber Company (synthetic rubber production), 4500 Camp Ground Road, in accordance with Regulation 2.03, for Phase 3 of a project to replace toluene, an organic solvent, using a mixture of cyclohexane and methylcyclohexane for the production of all polybutadiene rubber and styrene butadiene rubber. The 30-day public comment period starts September 20, 2014 and ends October 20, 2014.

Written comments will be accepted at airpermits @ louisvilleky.gov until midnight or at the District office until 5:00 p.m. on October 20, 2014. Oral statements will be accepted at a public hearing to be held on October 21, 2014, at 5:30 p.m. in the APCD Board Room, 850 Barret Ave., Louisville, KY 40204.

Drafts of the permits are available at the District office, 850 Barret Ave., Louisville, between 8:30 a.m. and 4:30 p.m. Monday through Friday by calling Paul Aud at (502) 574-6000 or emailing airpermits @ louisvilleky.gov or at the following website: www.louisvilleky.gov/APCD/Docket.htm. Copies of the application are available upon request.
