Notice of Public Comment Period and
Public Hearing on a FEDOOP Construction Permit

The Louisville Metro Air Pollution Control District (District) proposes to issue a FEDOOP construction permit to Sunshine Industries Ready Mix (concrete batch plant), 13905 Aiken Road, in accordance with Regulation 2.03. This permit is being issued to construct a new concrete batch plant which includes material handling. The 30-day public comment period starts on October 6, 2022, and ends on November 11, 2022. A public hearing will be held on November 10, 2022, from 6:00 p.m. to 7:30 p.m. in the Edison Room at the Edison Center, 701 West Ormsby Avenue, Louisville, KY 40203 and via video teleconference in accordance with Regulations 1.08 and 2.07. Instructions for attending the hearing via video teleconference will be posted on the APCD website. Oral statements will be accepted at the public hearing.

Drafts of the permit and summary are available at the District office, 701 West Ormsby Avenue, Suite 303, Louisville, KY 40203, between 8:00 a.m. and 5:00 p.m., Monday through Friday, by calling Matt King at (502) 574-6000, emailing our permitting department, or on the APCD website. Copies of the application are available upon request. Written comments will be accepted through our online comment form until midnight or at the District office until 5:00 p.m. on November 11, 2022.  

1. What is the purpose of this permit? The purpose of this permit is to allow construction of a new concrete batch plant.

2. Will this permit increase air pollution? This facility will potentially emit controlled PM10 emissions of 6.2 tons per year.

3. Where can I find out more? Additional information, including emissions units, potential and past actual emissions, applicable rules, and air pollution control equipment, are summarized in the Statement of Basis. The Draft Permit details the application of these rules to the emissions units and air pollution control equipment and includes the monitoring, recordkeeping, and reporting that the District deems is necessary to demonstrate compliance.
