Notice of Action on a Title V Operating Permit


The Louisville Metro Air Pollution Control District (District) proposes to revise an operating permit for GE Appliances, A Haier Company – Appliance Park (home appliance manufacturing operation), 4000 Buechel Bank Road, Louisville, 40031, in accordance with Regulation 2.16. This revision incorporates two construction permits, four insignificant activities, one declaration of operational flexibility and removal of equipment. The only activity that is being public noticed is the addition of a case-by-case insignificant activity approval of the Markforged Metal-X 3D printer, Wash-1 debinder, and Sinter-1 sintering furnace, per Regulation 2.16 section The 30-day public comment period starts August 29, 2020, and ends on September 29, 2020.  A public hearing may be scheduled if the District determines that there are germane, unresolved issues or substantial public interest, in accordance with Regulation 2.07.

Written comments will be accepted at airpermits @ until midnight or mailed to the District office, 701 West Ormsby Avenue, Suite 303, Louisville, KY 40203, by September 29, 2020.

EPA has agreed to treat this draft Title V permit as a proposed Title V permit and to perform its 45-day review provided by the law and regulations concurrently with the public notice period. Although EPA’s 45-day review period will be performed concurrently with the public comment period, the deadline for submitting a citizen petition to object to the EPA Administrator will be determined as if EPA’s 45-day review period is performed after the public comment period has ended (i.e., sequentially).
