Notice of Action on a Title V Operating Permit
The Louisville Metro Air Pollution Control District (District) proposes to revise an operating permit for LLFlex, LLC (flexible packaging sheet materials made by coating or laminating purchased paper), 1225 W. Burnett Avenue, Louisville, 40210, in accordance with Regulation 2.16. This revision is to incorporate the Agreed Board Order (ABO) dated 11/18/2020. Designation as an area source for Hazardous Air Pollutants (HAPs) through incorporation of permittee requested source-wide HAP limits (Single HAP < 10 tons per year (tpy), Total HAP < 25 tpy) to preclude applicability of 40 Code of Federal Regulations (CFR) Part 63 Subpart KK and 40 CFR Part 63 Subpart DDDDD. The 30-day public comment period starts July 15, 2021, and ends on August 16, 2021.

Ormsby Avenue, Suite 303, Louisville, between 8:00 a.m. and 5:00 p.m., Monday through Friday, by calling Matt King at (502) 574-6000, emailing airpermits @ louisvilleky.gov, or at the following website: http://www.louisvilleky.gov/APCD/docket. Copies of the application are available upon request. Written comments will be accepted at [email protected] until midnight or at the District office until 5:00 p.m. on August 16, 2021.
- What is the purpose of this permit? This revision is to incorporate the Agreed Board Order (ABO) dated 11/18/2020. - Will this permit increase pollution? Operating Permit O-0015-17-V (R2) will not increase pollution. There should be no change in emissions related to this revision.
- Does this facility have a history of non-compliance? The last notice of violation was in 2000. This violation was for non-compliance with Regulation 7.18. See the Compliance History table in the Statement of Basis, page 16.
- Where can I find out more? Additional information, including equipment descriptions, potential emissions, and applicable rules, are summarized in the Statement of Basis. The Draft Permit details the application of these rules to the equipment and includes the monitoring, recordkeeping, and reporting that the District believes is necessary to demonstrate compliance.
