RCS Grants and Compliance

Louisville Metro Office of Resilience and Community Services (RCS) administers local and federal grant funds that support programs and services that benefit our community in a number of ways. External dollars allow RCS to extend existing services, introduce new programs, pursue innovative concepts, and expand our reach.

When funds are available for grants, RCS will publish a NOFA on this public website. The notice will identify what funds are available, eligible criteria, how to apply, and other key facts. Visit the NOFA page.

HUD-Funded Grants: RCS accepts competitive grant applications annually from local non-profits for homeless prevention, emergency shelter, street outreach, and case management services through ESG, HOPWA, and CDBG.
  • Community Development Block Grant (CDBG),
  • Emergency Solutions Grant (ESG), and
  • Housing Opportunities for Persons with AIDS (HOPWA).
For more info, visit the HUD-Funded Grants page.

External Agency Funding: RCS' External Agency Funds (EAF) are awarded annually to nonprofit organizations offering programs or services in Louisville/Jefferson County that align with our mission, strategic goals, and focus areas. For more information, visit the EAF page.

As a community, Louisville addresses homelessness in a coordinated and comprehensive manner. In early 2019, Louisville Metro Government began allocating funding to start the Metro-funded Homeless Initiatives to provide low-barrier shelter options, storage, and street outreach. For more information, visit the Homeless Initiatives Funding page.

External Agency Funds (EAF) and Housing & Urban Development (HUD) respectively require a panel comprised of community and topic experts to review grant applications and recommend funding for the upcoming fiscal year. Applications are currently closed; however, we encourage you to view the application page to learn more about the process for the upcoming application period in Fall 2023.
