Housing & Mixed Use Development Study

The Housing & Mixed Use Development Study was initiated by the Office of Planning in August 2023, in partnership with national planning and urban design firm Opticos Design. The goal of the project is to identify existing areas across Jefferson County where there is potential to unlock increased housing choices and opportunities. This project is part of the ongoing LDC Reform process that began in 2020, which aims to remove barriers to housing and encourage more equitable and inclusive development.

Opticos Design gathered data and performed a series of land use and market analyses to develop an Existing Conditions map for Louisville Metro. This map shows existing centers of activity and amenities, called “Anchors,” and demonstrates opportunities for diverse housing types to support these centers in the surrounding area, called “Anchor Neighborhoods.” 

Note: This study is an analysis of existing conditions, focused around existing activity and amenity centers. It does not include employment centers or projections for future activity and amenity centers. This study may support ongoing efforts to bring about more housing choices across Louisville Metro, but is not tied to any specific development project or legislative changes.


Housing & Mixed Use Development Study: Open House

Two open house events were held on Wednesday, February 7, 2024, at the Western Library (1-3 PM) and the Newburg Library (6-8 PM). Approximately 50 people were in attendance of the meetings throughout the day. The presentation, meeting summary, and other materials will be posted the week of February 12, 2024.
