The Office of Performance Improvement (OPI) was created to be a dedicated resource that focuses on continuous improvement work. OPI is laser-focused on helping Louisville Metro departments improve the efficiency and effectiveness of their work.
This Improvement Pyramid is based on Mayor Fischer's concept of "the job." High-performing organizations have employees that do daily work, continuous improvement, and breakthrough work. Importantly, everyone in our organization is to perform each type of work consistently.
Breakthrough Work is an exciting space where new innovations are generated and implemented. Continuous Improvement involves examining the processes of daily work and identifying ways to improve them. Once this level is reached, we work to improve the efficiency and effectiveness of daily tasks saving time, energy, and money. Daily Work sits on the bottom of the pyramid and is the tasks that make up the job, composed of everyday work.

OPI staff facilitate cross-functional teams tasked with solving known problems that span multiple departments and internal and external stakeholders. Our experienced staff customize solutions for agencies and assist with needed research, training, and implementation.
We train LMG leadership, management and employees in continuous improvement methodologies including Lean, Plan-Do-Check-Act (PDCA) Problem Solving, Six Sigma process improvement, project management, evaluation techniques and overall management best practices. We focus on using advanced Excel, Power BI for data visualizations and statistical methods taking our ability to use data to the next level.
LouieStat is a comprehensive performance management system that integrates strategic planning, performance measurement, and reactive problem-solving. Through this system, departments review priorities in their strategic plans, discuss relevant data indicating progress, and use various methodologies to resolve problems, identify waste, streamline processes, increase efficiency, and make data-driven decisions. LouieStat forums allow leadership and key stakeholders to review metrics and identify solutions for closing gaps, removing barriers, and improving operational processes by using structured problem-solving methodologies such as PDCA.
