About Us

The Office of Performance Improvement (OPI) was created to have dedicated resources to focus on Continuous Improvement work. OPI is laser-focused on helping Louisville Metro departments improve the efficiency and effectiveness of their work.

This Improvement Pyramid is based on Mayor Fischer's concept of "the job." High-performing organizations have employees that do daily work, continuous improvement and breakthrough work.  It is important that everyone in our organization does each type of work on a consistent basis.

The top level of the pyramid is Breakthrough Work where new innovations are being generated and implemented. The middle of the pyramid, Continuous Improvement, involves examining the processes of your daily work and looking for ways to improve those processes. ​Once you reach this level, you are working to improve the efficiency and effectiveness of your daily tasks. This can save time, energy, and money. On the bottom of the pyramid is the Daily Work which is the tasks that your job is composed of, or the work you do every day.

Optimize.

Performance Improvement staff facilitate cross-functional teams tasked with solving known problems, which span multiple departments and internal and external stakeholders. Our experienced staff customize solutions for agencies and assist with any necessary research, training and implementation.

Progress.

We offer training to Metro leadership, management and employees in continuous improvement methodologies including Lean, Plan-Do-Check-Act Problem Solving, Six Sigma process improvement, project management, evaluation techniques as well as overall management best practices. Also, in Fall 2019, we will kickoff our Data Academy that will focus on using advanced Excel, Power BI for data visualizations and statistical methods to take our ability to use data to the next level.

Improve.

LouieStat is a comprehensive performance management system that integrates strategic planning, performance measurement, and reactive problem-solving. Through this system, departments review priorities in their strategic plans, discuss relevant data indicating progress, and use various methodologies to resolve problems, identify waste, streamline processes, increase efficiency, and make data-driven decisions. Regular LouieStat forums allow for leadership and key stakeholders to review metrics, identify solutions for closing gaps, removing barriers, and improving operational processes using structured problem-solving methodologies such as Plan Do Check Act (PDCA).
