Design Overlay Committees

In Louisville Metro, there are currently three Design Overlay Districts:

Members of each Committee are appointed by the Mayor as stipulated in each District ordinance.

What types of applications do the Committees review?

A project involving physical changes to the exterior of a building, structure, or property within a Design Overlay District shall require prior approval in the form of an Overlay Permit (unless the scope of work is exempted by the ordinance). To be approved, the scope of work must demonstrate conformance with adopted design guidelines. The Urban Design Administrator (UDA) classifies overlay permit applications as either requiring either expedited or nonexpedited approval. An expedited review is typically reviewed by Staff where a nonexpedited review is reviewed by the Committee. The UDA may classify an application as requiring nonexpedited review even if it meets the definition for expedited review if the application would be more appropriately considered by the Committee. Examples of nonexpedited reviews include, but are not limited to, demolition of primary structures and new construction. 

Design Overlay Permit Process


Meetings

Committees meet as needed on Tuesdays or Wednesdays of each month. The hearing time of a specific application can fluctuate depending on the volume of cases scheduled. Special hearing dates are sometimes scheduled to accommodate projects. Meetings typically take place at the Old Jail Auditorium.
