Exemptions

English testing exemptions based on age and time as a legal permanent resident:

  • You are at least 50 years old and have been a permanent resident for at least 20 years.
  • You are at least 55 years old and have been a permanent resident for at least 15 years.
  • You are at least 65 years old and have been a permanent resident for at least 20 years.

Civics test exemptions based on age and time as a legal permanent resident:

  • If you are at least 65 years old and have been a permanent resident for at least 20 years, you can study for the civics test from a designated list of just 20 questions, as opposed to the list of 100 possible questions.

English testing and civics test exemption based on medical conditions:

  • A currently licensed medical professional must complete Form N-648 (Medical Certification for Disability Exemptions) if you believe you have a medical condition that prevents you from taking either test. This Form can exempt you from either or both exams.

Fee exemption based on proved inability to pay:

  • Complete and file Form I-912 with your Form N-400 to request a fee waiver.
  • You must mail your Form N-400 (Naturalization Application) with your Form I-912 (Fee Waiver Application) to the address listed in the N-400 Instructions.
  • You must submit your Form I-912 at the same time as your Form N-400; it will not be accepted after your N-400 is submitted.
  • You cannot submit your application online if you are submitting a fee waiver. Both forms must be submitted with paper versions.

Reduced fee based on proved inability to pay:

  • Complete and file Form I-942 with your Form N-400 to request a reduced fee of $405: $320 application fee and $85 biometrics fee.
  • You must mail your Form N-400 (Naturalization Application) with your Form I-942 (Fee Waiver Application) to the address listed in the N-400 Instructions.
  • You must submit your Form I-912 at the same time as your Form N-400; it will not be accepted after your N-400 is submitted.
  • You cannot submit your application online if you are submitting a fee waiver. Both forms must be submitted with paper versions.

English and civics test exemption based on physical or developmental disability or mental impairment:

  • Complete and file Form N-648 to request a testing exemption for both or either test necessary for naturalization.
  • You may submit Form N-648 with your Form N-400 or separately at a later date.
