Task Force Subcommittees

Data Collection & Reporting Subcommittee

The subcommittee will collect data on monthly project updates, monitor capital expenditure levels, and provide details to create quarterly reports. The subcommittee will also highlight best practices and policies in supplier diversity and employee diversity programs, and determine methods to certify and verify diverse classification of participating organizations.

In consultation with the Task Force members and other subcommittees, this subcommittee has created a spreadsheet to collect monthly and quarterly data to measure performance and track results.

Community Benefits Subcommittee

The subcommittee will establish a framework for workforce, education, and small business development, and create guidelines to encourage voluntary contributions with national, regional, and local companies in local community institutions that are working to develop minority supplier capacity, and it will research methods to incentivize prime contractors to invest funding and resources into network-building and mentorship programs with non-profit organizations.

The subcommittee will also ensure that effective reporting mechanisms are in place to review and track progress on its initiatives which will be requisite of each Task Force Member Organization.


Workforce Development & Local Labor Expansion Subcommittee

The subcommittee will research the current status of the various trade unions and organizations to determine how to increase the pipeline of participants to include more Black and Diverse workers as well as develop local labor utilization guidelines to encourage national, regional and local companies to use good faith efforts to increase the number of local jobs and employment of local labor in the Louisville Metropolitan Statistical Area (MSA).


Local Diverse Business Utilization & Tier 2 Opportunities Subcommittee

The subcommittee will identify and evaluate gaps in local business utilization in relation to what the local diverse supplier base can provide to support member organizations’ annual capital expenditures and other types of services and materials needed. The subcommittee will evaluate and share best practices to encourage prime suppliers to further utilize diverse and local businesses in Tier 2 procurement, contracting and supplier diversity efforts within member organizations, Task Force subcommittees, and external networks. It will also address gaps in business utilization and streamline the matching of available businesses with procurement bid opportunities. 


Outreach Committee

The subcommittee will coordinate with other community organizations to identify and support existing public events and programs that connect businesses with prospective minority and local small businesses to enhance networking opportunities, and to provide best practice policies and procedures for educating and informing contractors and vendors of potential opportunities.

In collaboration with Task Force member organizations, the subcommittee will host quarterly virtual meetings to introduce upcoming bid opportunities to contractors and subcontractors and will include how to do business with the organizations, how to certify the businesses, and other requirements.

The subcommittee will also disseminate information for all subcommittees’ outreach activities to the public through social media, email and newsletter communications.
