Final Report of the Commission to Reapportion Jefferson County into Three Districts
LEGAL NOTICE
NOTICE OF PLANNED REAPPORTIONMENT
In accordance with the provisions of KRS 67.045 and KRS Chapter 424, notice is given that the Louisville/Jefferson County Metro Council (hereafter “Metro Council”) plans to reapportion the boundary lines for the three Fiscal Court Commissioners, three Justices of the Peace (Magistrates), and three Constables. Boundary lines shall be laid off so that the districts are compact, contiguous, and the population of each district shall be as nearly equal as is reasonably possible.
The Metro Council will appoint three citizens as commissioners to reapportion the county into three (3) districts at the Metro Council meeting to be held on May 11, 2023 at 6:00 p.m. This meeting will take place in the Metro Council chambers on the third floor of the City Hall building, 601 W. Jefferson Street, Louisville, Kentucky 40202.
Appointed commissioners will meet for the first time on May 31, 2023 at 1PM to reapportion the county. This meeting will take place in the large conference room on the first floor of the City Hall building, 601 W. Jefferson Street, Louisville, Kentucky 40202. This meeting will begin the commissioners’ process. The schedule of subsequent meetings and any changes to any scheduled meetings will be posted on the Metro Council website: http://www.louisvilleky.gov/MetroCouncil/ .
Within 60 days of the appointment of the commissioners, the commissioners shall file a written report with the Metro Council and the Office of the County Clerk. That report will set out the district boundary lines. Within 60 days of the receipt of the report, the Metro Council, via its ordinance process, shall adopt or amend the report in establishing the districts. The ordinance will take effect after it is passed by the Metro Council and approved by the Mayor. Public comment on the redistricting process will be open to the public at various stages of the process. Specific opportunities for public comment will be posted on the Metro Council website, http://www.louisvilleky.gov/MetroCouncil/ , or may be obtained from the office of the Clerk of the Metro Council at (502) 574-3902 or by email at [email protected].
As soon as the districts have been established, any registered voter of Jefferson County may bring an action in the Circuit Court to enforce the provisions of KRS 67.045. Any action brought to the Circuit Court by a registered voter must be done so within 20 days from the time the districts are established. The Circuit Court shall hear the action and, on a finding that the provisions of KRS 67.045 have been violated, remand the matter to the Metro Council. The Circuit Court, in its discretion, may allow the prevailing party, other than the Metro Council, a reasonable attorney’s fee. Ordinance 050 2023, Order Appointing Citizen Commissioners.
