Civil Service/Police Merit Board
The hiring process for some positions with Louisville Metro Government is governed by a merit-based hiring system. Individuals are hired into these positions on the basis of merit as demonstrated by competitive, job-related examinations. Employees hired under this system are covered by either the Civil Service Board or the Police Merit Board and their respective Rules and Regulations.
Civil Service Board
The Civil Service Board covers the following employees:
- All non-appointed employees of the Louisville Fire Department
- All non-appointed employees of Emergency Management Agency/MetroSafe
- Civilian employees of the Louisville Metro Police Department (except as noted in KRS 90)
- All employees of Family Health Centers

Police Merit Board
The Police Merit Board covers all police officers of the Louisville Metro Police Department except those above the rank of Captain.
