Planning, Risk Management & Safety


This section is responsible for monitoring all activities of the Division. The information gathered is used to assist in the development of short and long range planning objectives to achieve the overall goals of the division.

Risk Management
Risk Management works with the City Office of Risk Management to identify areas of risk. Taking a proactive approach, they ensure the division complies with all applicable federal and state regulations, review standards for applicability and compliance, develop and assist in implementing policies that are aimed at preventing accidents and injuries. In addition, this bureau investigates all accidents and injuries within the division.

This department provides Division personnel with programs to prevent accidents, illnesses, injuries and fatalities while maintaining compliance with all applicable laws and regulations. This is achieved by implementing safe work habits, establishing guidelines and operational procedures, and providing all necessary equipment, and developing and delivering associated training programs.

During the past year the Safety Section has been involved in various programs that have supported our role as managers of the Division’s Health and Safety policies. These achievements include research and development of the new Self-Contained Breathing Apparatus currently being used by the Division. Recent apparatus purchases have provided members with safe transportation to and from emergency incidents while enabling them to perform their jobs with greater efficiency due to design features and capabilities of the new apparatus

This section works to ensure employee health and safety issues are adequately met. In addition, they respond as the official Safety Officer on emergency incidents. The Safety Office supplies the safety officer on the scene of fires and Haz-Mat operations.

The division manages four specialty units. They consist of:

  • Haz-Mat Teams (Responds to hazardous material spills, etc.)
  • Decon Team (Performs the decontamination function of the Haz-Mat team.)
  • Tactical Rescue (Responds to assist with rope rescue along with dive and water rescue)
  • Heavy Urban Rescue (Performs rescues in confined spaces and trenches and structural collapse rescues.)

Automotive Service Facility (ASF)

The Automotive Service Facility is a part of Planning, Risk Management and Safety. This bureau is responsible for the preventive maintenance, testing of all fire apparatus and ambulances.
