Phoenix Hill Apartments

The Baxter, a 240-unit apartment complex with first-floor retail, replaced the former Phoenix Hill Tavern. The city signed the local participation agreement with Louisville Baxter Apartments LLC in September 2016, and Metro Council approved an ordinance to establish a development area in August 2016.
