American Rescue Plan

On May 10, 2021 the U.S. Department of the Treasury announced the launch of the Coronavirus State and Local Fiscal Recovery Funds, established by the American Rescue Plan Act of 2021, to provide $350 billion in emergency funding for eligible state, local, territorial, and Tribal governments. See the U.S. Department of Treasury's facts sheets, references, and other information.

The city of Louisville received $388 million through the federal American Rescue Plan (ARP). In collaboration with Metro Council community partners and city residents, Louisville Metro Government (LMG) has worked to prioritize the spending and dissemination of the funding with the understanding that Louisville can only be restored to its full potential by embracing the city’s population in its entirety, without marginalization.

In July 2021, the Administration and Council collaborated closely and sought ideas from the public. The Council held three public hearings and conducted two separate surveys. The results can be found below:

Using this information, the Louisville Metro Government established the following priority areas for the use of ARP funds:

Eligible Infrastructure
In the event that the federal government does not allocate additional spending for infrastructure, the Council would approve eligible infrastructure projects. No projects have been approved under this priority area.
