Low-Income Home Energy Assistance Program (LIHEAP)

Subsidy Phase and Early Registrations

The Louisville Metro Community Action Partnership’s LIHEAP Program is a federally funded program that provides financial assistance to help low-income residents pay utility bills. The Subsidy component of LIHEAP will begin November 3, 2014.

Pre-registration opportunities for the Subsidy Program will be offered during October for those residents who are on a fixed income, and who are elderly (age 60 or over) or disabled receiving social security, SSI, pension or Black Lung benefits.

Applicants must be Jefferson County residents and within 130% of the federal poverty guidelines and willing to provide the documentation below:



  • Picture ID for head of household (if available)
  • Proof of all household income for the preceding month (food stamp award letter, pay stubs, etc.). All individuals 18 or over in the household with no income must have a Proof of No Income form completed prior to applying for benefits. (Available at the CAP office at 810 Barret or by clicking here on the Individual Proof of No Income Form or the Household Proof of No Income Form ).
  • Social Security card(s) or official documentation with social security numbers or Permanent Resident Card Numbers for everyone living in the household.
  • Most recent heating bill or verification from landlord that heating expenses are included in the rent (i.e. lease agreements).

Residents who meet the early registration requirements may apply at one of 15 community or senior centers across Jefferson County. Click here for a complete listing.  

Funds for applications completed at the early bird sites will be posted on or after November 3, 2014.

Income-eligible residents who don’t meet the requirements for pre-registration (who are not elderly or disabled) may still apply for LIHEAP benefits. They may obtain an appointment to apply for LIHEAP, in person only, at the Central CAP Office located at the Urban Government Center, 810 Barret Ave. on Oct. 30 between 7:00 a.m. – 4:00 p.m. and on Oct. 31 between 7 a.m. – 1 p.m. All three CAP offices will begin taking appointments on Nov. 3, weekdays between 8:00 a.m. – 1:00 p.m. (except for Fridays at the Newburg site).

Individuals who are unable to apply for this program in person may send a representative on their behalf. Simply provide the representative with a hand-written note, dated and signed from the applicant, giving them permission to handle their application for services. The representative will also need to provide their photo ID matching the name specified on the applicant’s note, along with the applicant’s photo ID, as well as the required documentation above that is required to apply for the services/programs.

Crisis Phase

The Louisville Metro Community Action’s LIHEAP Crisis Program provides utility assistance to low-income residents who have received a disconnection notice from their utility service provider or a past due bill with a disconnection notice, or who have received an eviction notice from their landlord if utilities are included in their rent, or who are currently without utility services. This program will begin operation the first part of January 2015…check back for more details.

LG&E reminds customers that it is their responsibility to make arrangements to ensure continued service. Please contact LG&E’s customer service office at 589-1444 if you cannot make a payment in full and need to set up payment arrangements.


Need help managing your energy usage?

The WeCare Program works to help income-eligible LG&E customers lower their utility bills and provides a safer, more comfortable home. More importantly, LG&E helps customers learn how to be more efficient – whether it’s through your own energy conservation efforts, or through the installation of energy-saving devices. Eligibility requirements include:

  • LG&E and KU electric or LG&E gas customers who have lived in their home for one year with 12 months of continuous service.
  • Customer’s income must meet the guidelines of the federal government’s Low Income Heating Assistance Program (LIHEAP).
  • Home must not have received WeCare services or an On-Site Home Energy Analysis in the last three years.

LIHEAP Vendor Solicitation for 2014-15 Season
Vendors wishing to be considered to participate in the LIHEAP 2014-15 program are required to complete and update documentation annually as this is a federally funded program.  LIHEAP vendors are defined as any business that supplies energy, such as rental facilities where utilities are included in the rent, or provides home heating fuel to individuals applying for the LIHEAP program.  Please click here for a vendor packet


LIHEAP is made possible by the United States Department of Health and Human Services and is a pass through grant from the Kentucky Cabinet for Health and Family Services, which contracts with Community Action Agencies across the state. Louisville Metro Community Action Partnership is part of the Louisville Metro Department of Community Services. The LIHEAP program is also funded, in part, under a contract with the Cabinet for Health and Family Services with funds from the Community Services Block Grant Act of the U.S. Department of Health and Human Services.
