Mayor Abramson created a nationally-recognized program, Corridors of Opportunity in Louisville (COOL), in 2003 to include retail development as a part of the community's overall economic development strategy. Retail provides necessary services in neighborhoods and improves the quality of life for those residents.

The COOL program encourages retail development along Louisville Metro's commercial corridors, by seeking retail tenants to occupy available sites or spaces, or by finding property for an interested developer or retail business.  

The Retail Development Division also assists business associations with startup and expansion issues.
