Tiffany Smith Appointed PARC Director

Mayor Greg Fischer today named Tiffany Smith as the new director of the Parking Authority of River City, replacing Cathy Duncan, who has been promoted to a role overseeing the city’s facilities and fleet.
Smith has been employed with PARC since July 1995, when she joined the agency as a junior accountant. She worked her way up through the organization and has been assistant director since Oct. 2012. Smith has a bachelor’s degree from the University of Kentucky and a master’s from Webster University.
“The Parking Authority provides an important service to our city’s businesses and residents and I am honored to be part of a great team,” Smith said.
Duncan, who began working at PARC in 1995 and has been its top leader since 1997, will become Director of Facilities and Fleet, a new division of the Office of Management and Budget. The division is responsible for upkeep on the city’s physical properties and vehicle 2600-count fleet.
Facilities and Fleet has for years been part of the Department of Public Works. Mayor Fischer has moved the divisions because they are largely a function of the city budgeting process -- and an internal function of government. Public Works is the external face of city government interacting directly with citizens by collecting the garbage and recycling, clearing snow and maintaining and paving roads, engineering and traffic management.
